I believe it is intended to be a joke. Something a parent would jokingly threaten their children by saying, or some kind of silly restaurant slogan.
"You're either at the table or on the menu" is implying that you are either sitting properly at the table ready to eat. Or you will "be eaten" as part of the menu for misbehaving.
